Plugging in those numbers here does return just over -3000 ft DA

But you're saying the weather pulled in doesn't match the actual weather? I did a test for these coordinates (somewhere in Winnipeg) and got a current DA of around -2008 (might have warmed up since you did it):

I checked your link and it showed -6C current temp which is 21.2 degrees F. It looks like its off from 32.29 reported.

But, I checked another weather website for Winnipeg and this one is showing currently -1 C (31 F):

This one is more in line with the app. Unfortunately the app is at the mercy of the weather station reporting the data. I'm using Darksky which has over 200k weather stations and all (are supposed to anyway) report conditions in real time. What I can ask is check the outside temperature yourself and see if it's closer to the website temperature or the application temperature.

Tried the automatic settings, once confirmed the 'get location' works perfect!
-2048 DA.. why can't we get that in summer lol
