Spare '16 allocations just got handed out, so there's some supply at MSRP-only dealers again.

I think his intention is explicitly to not want California guys to swoop in and "take" their cars out of local folks hands. I'm glad not every dealer takes this stance, but not every dealer lets their cars go without markup either.
