I wish the dealer didn't mount the plate bracket. I wonder if its drilled into the bumper or not.

I have to run a front plate in my state (WA), so of course the dealer already mounted the front plate holder to the bumper. It doesn't really look that bad actually if you get a nice frame for the plate. The stock front plate holder IMO looks better than the aftermarket plate holders I've seen.
