Collector car registration to get [really] expensive?

So I am not sure how true this is. I heard this from my brother who heard it from his friend who heard it from his smog guy lol. So I am taking this with a grain of salt as I haven't been able to find anything about it online yet.

Supposedly, California will now be requiring cars that are smog exempt to go in to have it's value assessed, and your registration will be based on that value. Anyone hear of this before? Anyone know anything confirming or denying this?

Thanks for the link! One of these days I guess I will have to pester the dmv to share the new legislation with me lol.

Just another reason to move away from california.
