“NYS-607” ???

Several years back, I was walking through the parking lot at work and spied this spooky looking unit. The stenciled “NYS-607” on the front is intriguing, but no amount of my searching has revealed its meaning!

Any of you folks have any ideas what it represents?

An alternative method of putting the plate # on the car, versus having a physical plate installed.

Most of us do not like to drill holes on the exterior bumper cover.

That’s hilarious, I was so busy thinking about work that I didn’t even walk around the back and check the license plate! Great idea, I’ve never put the front plate on any of my vehicles over the decades/states. Odd that I never got pinched for it.
