Body shop already inspected the area, even scraped of around all 3 holes (so painful to watch) and there is no fillers and no previous repair.

After removing the bubble you were left with bare metal? If this is the case when you touch up that if the new paint lift too then is probably corrosion. Corrosion will lift whatever paint is on the metal, first OEM and then any touch up you put.

Did you try inspecting the other side of the fender? Not sure how hard is to access the other side. If there is no rust behind I wouldn't worry about it unless you can't live with the aesthetic side.

I think only hood and fenders are aluminum. That area should not be aluminum.

What you see is the result of the 3rd repair, looks like that because it has some etching primer. I didn't take any pictures at first, only when it started to worry me.
