After removing the bubble you were left with bare metal? If this is the case when you touch up that if the new paint lift too then is probably corrosion. Corrosion will lift whatever paint is on the metal, first OEM and then any touch up you put.
Did you try inspecting the other side of the fender? Not sure how hard is to access the other side. If there is no rust behind I wouldn't worry about it unless you can't live with the aesthetic side.
Can't tell from the picture if it's the paint that is bubbling or if you have a bulge in the fender. In my case it was the paint and when I lifted the loose paint the bare metal looked impecable below.
