I have no idea what the hp is. It pulls a lot harder than the Ford Performance tune did
I don't know if it's causing your problem, but either way, I would put a battery charger on the car since it hasn't been run for a while. Especially since this is the first time you're tuning it because the SCT will need to copy the stock tune first.

You could try an aftermarket tune and see if the tuner can find the issue. It sounds like Ford/Ford Performance isn't going to help.
I've seen two different 4.6 motors with similar miles torn down at the same time. One that ran RP and one that ran Mobil 1, the RP motor had some caking on everything, the Mobil 1 motor looked brand new still.
Needless to say the guy that was running RP was not happy.
I would test it. The station I used in California running my e85 tune was a consistent 90%, even in the middle of winter.
The station here in west Texas tested at a hair under 85%

You will need to get the DSP from a 12 speaker car and replace yours. It's located in the driver's footwell.

You could get a dedicated E85 tune since you have the Ford Performance Power Pack tune to switch back to when it's time for a smog.
The scariest part of the whole thing is the Procal, and only 12.3 smiles per gallon
I squirt a little fuel in a 20oz Gatorade bottle then use a pipette from the Fuel-It kit to add to the tester.

My '18 is a late '17 build on E85 that I don't hesitate to redline when I can and it hasn't had a single problem with any part of the driveline. Just cracked 40k miles.
Maybe my 45 years of driving all manner of manual transmissions has something to do with it 🤷🏼♂️
40k on my '18 and has sounded just like that since the first oil change. E85 tuned and sees 8k rpm once in a while.
I really believe Ford puts a bottle of liquid moly in at the factory so potential buyers don't hear that.
